Jim Grace
Position/Title: Operations DirectorCredentials: IEng MIMechE MSaRS
Jim is an Incorporated Engineer and a Member of the Institution of Mechanical Engineers. Jim has worked in the safety and risk management industry for over 15 years and in 2003 Jim co-founded IJS Consultants with business partner Ian Moore.
Throughout his career, Jim has gained extensive experience in the production and management of complex nuclear safety cases and has spent a significant amount of time working at Devonport Royal Dockyard. Whilst on site Jim has been involved in the Authorisation process for the Naval Base and most recently has managed the update of the Vanguard Class Nuclear Submarine Refit and Refuelling Plant Safety Case.
Jim has also worked for other clients such as UKAEA, BAE Systems and British Energy in the preparation of safety case documentation, plant modifications and detailed reliability studies. Jim has also been responsible for undertaking Independent Peer Reviews of a wide variety of safety cases.
Jim is the IJS Consultants Quality Manager and is responsible for maintaining the company’s Quality Management System and ISO 9001:2000 accreditation.


Ian Moore
Position/Title: Technical DirectorCredentials: CEng MIChemE BEng (Hons) MSaRS
Ian graduated with an honours degree in Chemical Engineering and has over 15 years experience in the nuclear industry. In 2003 Ian co-founded IJS Consultants with business partner Jim Grace.
During his time in the nuclear industry Ian has been involved in a wide range of activities, including writing safety cases for nuclear facilities and major modifications on nuclear licenced sites. Ian has extensive experience of chairing HAZOP and FMEA studies and the production of the resulting hazard analysis, which underpins the safety case.
Ian has significant management experience, managing safety cases and sub contractors in support of multi-million pound projects. This includes both new build facilities, modifications to existing facilities and decommissioning projects.
Ian has undertaken peer review of facility safety cases for a number of nuclear licencees. He has also presented safety cases to committees.
More recently, Ian has taken a lead role in facilitating practical safety case training to a wide audience including, engineers, project managers and recent graduates.
Currently, Ian is studying towards an MBA with the Open University. He has used the acquired knowledge to drive the future strategy of the company and develop the supporting internal business processes.


Clive Wilkins
Position/Title: Principal ConsultantCredentials: CEng MIMechE MINucE MEng (hons) MSaRs
Clive is a Principal Consultant and Chartered Engineer with experience of producing safety cases and supporting assessments for a number of nuclear licensees. He has worked extensively in client teams, offering broad knowledge of safety assessment methodologies and an ability to provide fit-for-purpose solutions.
Clive’s experience includes support to the production of the first UKAEA Site Wide Periodic Safety Case and development of decommissioning plans for the UKs fleet of AGR Reactors. Recently, Clive has provided safety consultancy support to the design of a crane for submarine defuelling, acting as the safety interface between designer and customer.
Clive is also responsible for editing the IJS Consultants Newsletter, co-ordinating our Charity of the Year activities and is a local representative for the Institute of Nuclear Engineers.


Patrick Wilson
Position/Title: Principal ConsultantCredentials: BSc (Hons) MSaRS
Patrick Wilson is a Principal Consultant and joined IJS Consultants in 2004. Patrick has practiced Safety, Environmental and Risk Management in the Nuclear and allied industries for over ten years.
Patrick is proficient at both the production and management of Safety Cases. This includes the successful management of multi-disciplinary teams to successfully deliver Safety Cases to time, budget and the relevant technical requirements. Clients have included UKAEA, Sellafield Ltd and BAE SM.
Patrick is IJS Consultants Environmental Manager. Patrick has developed and implemented the Company Environmental Management System, including the identification and assessment of environmental impacts, setting of targets and objectives; implementing procedures and monitoring progress.


Jim Butt
Position/Title: Principal ConsultantCredentials: BSc
Jim is a Chemical Engineer and safety specialist with 23 years industrial experience employed as Project Manager/Technical Manager with involvement in production, process management and decommissioning. Jim has played a significant role in nuclear and explosives plant decommissioning, fine chemicals, explosives, pesticides, polymer production and household chemicals product management.
Jims experience extends to working in assurance and risk management roles on high-hazard and high-value plant sited on highly-regulated sites interfacing with NII, HSE and EA on MoD Contracts.
Jim manages IJS Consultant’s Reading office and is responsible for business development in the South East.


Andy Smith
Position/Title: Principal ConsultantCredentials: BSc(Hons) MSc(Eng) MSaRS
Andy is a Principal Consultant with over 10 years experience working in the risk management and reliability sector. The last 8 years has been spent predominantly in the nuclear industry.
Over this period, Andy has accumulated significant experience in producing safety cases for a variety of facilities undertaking functions from research and development to manufacturing to reprocessing. Andy also heads up our Availability, Reliability and Maintainability (ARM) capability, leading a number of projects across industry utilising bespoke spreadsheet solutions through to complex fault tree analysis. Maintenance of our BS EN 61508 compliance capability also rests with Andy.
In addition to his technical role, Andy is also responsible for the operation of our Glasgow office, which opened in 2007, and acts as the Safety and Reliability Society (SaRS) branch contact for Central Scotland.
